A partir de la discusión abierta por la dirigencia política local y reflejada en La Capital, distintos sectores comenzaron a aportar su mirada sobre el futuro institucional de Rosario. En ese marco, comunidades indígenas plantean que el proceso no puede limitarse a la política tradicional y proponen repensar la autonomía desde una perspectiva más inclusiva, con participación real y reconocimiento efectivo.

El debate por la autonomía de Rosario sumó en los últimos días una nueva voz que busca ampliar el alcance de la discusión. “La autonomía no puede discutirse sin preguntarnos quiénes somos como ciudad y quiénes quedan afuera cuando se toman decisiones”, señalaron desde sectores vinculados a los pueblos originarios, en relación a la convocatoria impulsada por el peronismo local para apuntalar las bases del proceso.

La jornada se realizó el sábado en la Facultad de Arquitectura y reunió a militantes, especialistas y dirigentes de distintos espacios. Entre los presentes estuvieron los concejales María José Poncino y Pablo Basso, junto a figuras como Marcelo Lewandowski, María de los Ángeles Sacnun, Diego Giuliano, Carlos del Frade, Julia Irigoitia, Leonardo Caruana, Norma López, Julián Ferrero, Fernanda Gigliani, Pedro Ferrazini, Germán Martínez, Claudia Balagué, Miguel Rabbia, Lucila De Ponti y Eduardo Toniolli.

En ese contexto, desde las comunidades indígenas comenzaron a organizar su propio aporte al debate. “Hay que repensar el vínculo entre la ciudad, sus instituciones y los pueblos originarios”, planteó Daniel Naporichi, referente del Comité Organizativo y Cultural de los Pueblos Originarios de Rosario y de la organización Fuerza Ancestral Indígena.

La propuesta apunta a incorporar de manera efectiva la perspectiva indígena en el proceso de autonomía municipal, con eje en la apertura de espacios de participación y en el reconocimiento de las comunidades. “La idea es justamente poner en discusión qué entendemos nosotros como autonomía y mostrar por qué para nosotros es importante que Rosario tenga su autonomía. Es abrir el debate a lo que venimos reclamando: que el Estado respete nuestra propia forma organizativa y nuestros derechos”, explicó Naporichi en diálogo con medios locales.

Uno de los puntos centrales del planteo es avanzar hacia una transformación del sistema representativo. “La idea es poder encarar la autonomía de Rosario desde la mirada indígena, cambiar la forma representativa y democrática de la ciudad con la presencia de los pueblos indígenas en el Concejo local”, sostuvo.

Según el referente, si bien existe un reconocimiento formal de las comunidades, esto rara vez se traduce en una participación concreta en la toma de decisiones. “Los planteos son históricos y el debate por la autonomía es un buen momento para dar esta discusión. La ciudad reconoce formalmente nuestra existencia, pero ese reconocimiento pocas veces se convierte en participación real”, remarcó.

En ese sentido, una de las propuestas que comenzó a generar repercusiones es la posibilidad de reservar dos bancas en el Concejo Municipal para representantes de los pueblos originarios, con paridad de género. Desde las comunidades aclaran que no se trata de un cupo simbólico, sino de una herramienta concreta para garantizar representación sin depender de acuerdos políticos circunstanciales.

La iniciativa busca ser un paso hacia una ciudad más plural, que incorpore miradas y formas de organización históricamente invisibilizadas. En definitiva, una discusión que, como deslizan desde estos sectores —no sin algo de ironía—, funciona también como una “crítica constructiva” al modo en que se viene pensando la autonomía hasta ahora.
